Six steps, and the whole model rests on step one being right. There's no stage in it that catches you having ordered the wrong thing.
You choose a video type and write the spec
The model assumes you already know which ad you want made. That assumption is doing enormous work, and it's the thing most brands are actually uncertain about.
You place the order
A creator gets assigned to your spec. You're buying execution of your idea, so the ceiling on the result is the quality of your idea.
An edited ad comes back, to spec
It will match what you asked for. Whether what you asked for was right is a different question, and the process has no step that catches it.
The spec turns out to be wrong
That's a new order rather than a revision loop. Being wrong costs you full price and another cycle, which quietly discourages the experimenting you most need to do.
You post it and run it yourself
Distribution was never in scope. The file arrives; the channel is your problem.

Testing means multiplying orders. Cost scales linearly with attempts, exactly when the maths says you need lots of attempts.
