Price per video is the wrong number
A video nobody sees is worth nothing, whatever it cost. Posted on a new account, the typical video in our data got 951 views. At $200 a video, that's $210 for every 1,000 views.
Videos made for ads aren't meant to earn views on their own. Their reach comes from the media budget behind them, which is a second bill on top of the video.
At volume, the maths flips. Most videos are modest, a few carry the month, and nobody can pick the winner in advance. So the cheapest program is the one where misses cost little and the budget follows the videos people actually watch.

Is a UGC agency worth it?
It's worth it when the agency takes work off your team that you'd otherwise pay a person to do: sourcing, scripts, revisions, posting and replacing creators. If you'd still be doing most of that, a marketplace is cheaper.
